Found in Pool Manager gameconfig.xml and More Pretty Gun

This is a fresh config extracted straight from the game and completely remade!

The following are pool names, the original values, and what was changed. 
If I changed any of these it is because they were using 90% or more of the allotted pool.
I tried to keep things minimal so they wouldn't pass 90% utilization with minimal increases to keep them under 90%. 
Some values couldn't be changed or they would cause crash with no error since they use 100% no matter what (NavMesh).
